Job Description:

SUMMARY:Procurement Compliance Manger reports to the Director of Procurement Operations Procurement Compliance Manager establishes, reviews, and updates procurement controls to maintain an U.S. Government approved procurement system. This role will interface with external and internal auditors, establish peer review process, and generally improve audit compliance while reducing audit risk. The Procurement Compliance Manager schedules internal audits and tracks corrective actions. This role maintains a heavy emphasis on coaching and training and the selected candidate must be skilled in developing clear guidance and examples. The aim of this position is to add clarity and process efficiency to the procurement process.PRIMARY RESPONSIBILITIES INCLUDE:

  • Creates, maintains and is responsible for the approval of departmental policies and procedures to ensure compliance with FAR, DFARS, applicable laws and regulations.
  • Leads internal audits related to the purchasing system, and supports internal audits related to delegation of authority and other business systems.
  • Provides training for all procurement personnel related to both internal policies/procedures and applicable external laws and regulations.
  • Creates and maintains a process for sharing best practice across sites
  • Provides training to program managers, proposal teams and other functional groups to ensure appropriate awareness of procurement policies and procedures, as it relates to their functions
  • Participates on compliance councils and collaborates regularly with government compliance and SNC Compliance & Legal departments.
  • Leads the process for ensuring consistent processes for Truthful Cost and Pricing Data sweeps within Procurement
  • Completes pre-award procurement file reviews as appropriate, and tracks findings in a single database
  • Determines, establishes and maintains periodic reporting requirements for relevant performance metrics
  • Follows best business practices to support UCC, FAR, DFARS, CFR, CAS, SAA and TINA statutes
  • Continuously improves Procurement operations including increased personnel capabilities and skills through training and example development
  • Ensures Audit Readiness of Procurement files and process to ensure CPSR approval
  • Promotes a professional proactive procurement environment with full awareness of regulations
  • Establishes near and long term department plans in line with company objectives and policies
  • Reviews contractual requirements with a thorough knowledge of all applicable regulations and laws. Disseminates requirements ensuring proper contractual flow down to suppliers
  • Develops FAR flow down guidance with applicability by contract typeCOMPLIANCE RESPONSIBILITIES:
    • Responsible for thoughtful adherence to all SNC Policies, Procedures, and Compliance regulations (internal and external)
    • Responsible for timely execution of all personnel-related activities such as Time Sheet completion, Performance Evaluations, Salary Reviews, Succession Planning, etc.
    • Responsible for leadership oversight and for ensuring Department/Team trainingESSENTIAL FUNCTIONS:Minimum physical requirements to perform all duties and responsibilities, as defined by managementAbility to obtain a Secret security clearanceSNC job descriptions are meant as summarizations only.       • Minimum of 3+ years experience in procurement and subcontracts management
      • Knowledge and experience in government contracting and commercial contracting
      • Demonstrated success in supporting and successfully passing a CPSR; certain skills and experience may be considered in lieu of actual CPSR experience
      • Experience in updating procurement systems to streamline/automate compliance steps
      • Bachelor s degree in business, law, finance, political science, engineering or similarMinimum Fundamental Knowledge, Skills, and Abilities as stated inIMPORTANT NOTICE:
        • This position requires the ability to obtain and maintain a Secret U.S. Security Clearance. U.S. Citizenship status is required as this position needs an active U.S. Security Clearance for employment. Non-US citizens may not be eligible to obtain a security clearance. The Department of Defense Consolidated Adjudications Facility (DoD CAF), a federal government agency, handles the adjudicative aspects of the security clearance eligibility process for industry applicants.
