Additional Information Department: Clinical Application Services Hours per week: 40, eligible for benefits Shift: Mon-Fri, 8a-4p Job Overview This position is a subject matter expert (SME) responsible for complex work supporting information technology application(s) through planning, designing, implementing, maintaining and providing ongoing optimization and support. Duties include providing front line support to end users through analyzing and diagnosing problems and determining a solution. This position may perform lead work over lower level staff. Potential Specialty Areas: Healthy Planet, Healthy Planet Link, My Chart, Registries, Patient Outreach, Ambulatory. Responsibilities POPULATION SPECIFIC CARE - No direct patient care. ESSENTIAL FUNCTIONS An employee in this position may be called upon to do any or all of the following essential functions. These examples do not include all of the functions which the employee may be expected to perform. - Analyzes and diagnoses complex system problems, identifies root cause, and then solves the problem or transfers issues to other appropriate IT staff when outside area of responsibility. - Plans, designs, implements, maintains and provides ongoing optimization and support for applications. - Gathers, validates, and translates complex technological requirements into design and development specification while providing product management. - Collaborates with system users and other IT professionals to evaluate, plan, design, develop, test, implement and maintain systems. - Addresses highly technical issues that occur during installation and maintenance activities. - Completes or coordinates the preparation, coding, testing, and debugging of complex programs. - Analyzes, designs and builds complex workflows to meet the needs of users. - Configures and integrates electronic and mechanical hardware with software products to meet the functional criteria of client specifications. - Gathers and analyzes information to resolve incidents and troubleshoot problems. Documents the process and resolves the problem. - Documents design, application and technical specifications as appropriate. Works with others to create support and training documents. - Identifies and clarifies reporting needs and expectations with end users and works with report developers to clarify data and reporting needs. - Serves as a SME in the underlying data structure to assist report developers with complex report needs. - Partners with vendor to troubleshoot and resolve system problems, to improve product performance and usability. - Provides vendor with recommendations for system improvements. - Reviews documentation for complex upgrades and monthly system updates. Evaluates possible changes and impacts with other analysts and end users. - Supports end users and provides Tier 2 and Tier 3 support for supported systems. - Serves as mentor to team members as requested for technical and customer support skills development. - Acts as a project lead for complex projects. - Leads the effort to resolve intricate problems that span multiple areas. - Serves as a consultant for multiple areas/applications/modules. - Simplifies complex workflows. - Assumes on-call responsibilities as required. Other Information SCOPE AND LEVEL - Guidelines : Possesses and applies subject matter expertise of concepts, practices and procedures within a particular field of specialization. - Complexity : Duties and tasks are typically undefined, requiring expertise in specific specialties and a substantial understanding of the organization. Typically plans, conducts and/or supervises assignments that are broad in nature and the most complex. Reviews progress and evaluates results. Interprets and applies organizational policy. Recommends and leads changes in procedures. May assist with the review and evaluation of employee performance. - Decision Making : Has substantial latitude in making decisions. Decisions and recommendations are made after contemplative analysis and with independent judgment and ingenuity. May escalate the most complex and important decisions to a supervisor or manager. - Communication : Communicates explanatory and/or interpretive information as a subject matter expert and trusted advisor regarding own function and/or the organization with team members, peers, management, clients and/or the public. Uses substantial discretion and independent judgment where explanatory and/or interpretive information is exchanged, defended, gathered and/or presented. - Supervision Received : Works under substantial degree of independence. Typically reviews progress with higher levels as needed. May be assisted by and direct the work of lower level employees when applicable. May plan and assign employees for given projects and/or tasks. Qualifications - EDUCATION - Bachelor's degree is required. - EXPERIENCE - Minimum of eight (8) years of related experience is required. - EQUIVALENCY - Combination of post-high school education, job related certification and/or related experience equivalent to twelve (12) years may be considered in lieu of minimum requirements.
